When Will the Metro Train Come to Tier 2 Cities in India?
As of my last update in August 2023, there have been discussions and proposals regarding the introduction of metro rail systems in several Tier 2 cities in India, including Coimbatore, Madurai, and Trichy. However, specific timelines for the implementation of metro projects in these cities have not been firmly established.
Factors Influencing Metro Rail System Development
Generally, the development of metro rail systems depends on various factors, including funding, feasibility studies, government approvals, and infrastructure readiness. Local governments and urban planners often prioritize metro projects based on urban congestion, population density, and public transport needs.

Govt. of India's Innovative Approach for Tier 2 Cities
While only a handful of Tier 2 cities have metro projects as of 2020, the Government of India has introduced a new, innovative plan specifically tailored for these cities. The Delhi Metro Railway Corporation (DMRC) is spearheading this initiative, aimed at creating cost-effective solutions for areas with lower commuter numbers and where traditional metro constructions would be expensive and non-profitable.
The Neo Metro Proposal
The first project under this new initiative is the Neo Metro, India's first such system, which will be built along the Kirti Nagar-Bamnoli Village corridor via the upcoming Dwarka Sector 25 Exhibition-Cum-convention Centre in Delhi. This system will be similar to low population European city transport systems.
The Neo Metro comprises bus-like 3-coach metro trains that will operate on specialized tracks built on roads, powered by overhead electric lines. Inside, the trains will have interiors similar to those of a normal metro. This project is expected to be completed by 2025 and will consist of 21 stations on a 19km-long route.
The Rollout Plan for Smaller Cities
Following the success of the Neo Metro in Delhi, the government plans to introduce this model to smaller Tier 2 cities. This approach would address the unique challenges of these urban areas, making public transportation more accessible and cost-effective.
The Road Ahead
The government has announced that construction is set to begin shortly. However, the sustainability of the metro service depends on the public's willingness to pay for fares. In Tamil Nadu, for example, there may be a demand from the public for free passes for children under 18, women, elderly people, students, pregnant women, and traders. If these groups are exempted from fares, who will pay for the service, and how can the metro run without adequate funding?
