Technically, everyone on Earth is living in the Kingdom of Heaven, as it is ruled by Jesus Christ, who is seated in Heaven according to Ephesians 1:20-22 and Revelation 1:5. However, within this context, not everyone is considered a citizen or child of the Kingdom.
